Charles Panetta, P.E., L.S., President

Mr. Panetta has 26 years experience managing civil engineering and land surveying projects throughout Nassau and western Suffolk counties. Mr. Panetta puts his personal attention to projects of all sizes, from large land development and site engineering projects, to residential title surveys. He joined the firm, then Bladykas Surveying, in 1986.
Commercial site engineering and surveying projects include Horizon Condominiums, Bayville Amusement Park, Seraphim Horse Farm, The Landmark Diner, Walgreens, Oyster Bay Boys and Girls Club, and others. Land development projects include residential large-acre housing: Harriman Estates, Penmoor Farms, RoundHill Development.
Project services include site engineering, surveying, subdivisions, legal deed descriptions, zoning analysis, village liaison, permitting, village board representation, engineering designs for parking, roadways, utilities, drainage, retaining walls, and structural design.
A graduate of Syracuse University College of Engineering, Mr. Panetta obtained his NY Professional Engineers license in 1992, No. 68914, and obtained his NY Land Surveyors license in 2000, No. 050429. Charles has served on the Faculty Advisory Board of the Engineering Department of Nassau Community College, has served as Chairman of the Surveying Technology Committee, and is a member of the American Society of Civil Engineers and the NY State Society of Professional Land Surveyors. He has served on the Zoning Board of Appeals for the Village of Bayville.
Thomas Bremen, Vice President

Mr. Bremen oversees the land surveying department at Bladykas at Panetta, and manages site engineering projects for both commercial and residential clients.
Mr. Bremen combines both a business economics degree from C.W. Post University with a civil engineering degree, and 10 years experience at Bladykas & Panetta. Recently completing a masters in Business Management, Mr. Bremen offers research, planning, scheduling and management services to land development projects, along with focused, practical insight of the technical requirements of land surveying and site engineering.
Project services include site design, soil erosion control, wetlands surveys, permitting, zoning analysis and calculations, and town and village board hearing representation. Recent projects include Horizon Condominiums, Gold Coast and Pine Crest modular home constructions, St. Dominic’s and Portledge School athletic fields, Muttontown Club, Pine Hollow Club, Bayville Amusement Park, Muttontown Woods development, and more.
Tom Bremen joined Bladykas and Panetta in 1999, becoming Vice President in 2004. Tom participates in professional continuing education and technical seminars.
Michael Rant, Project Engineer

Land Surveyor: Mike Rant joined Bladykas & Panetta in 2007 and works as a project engineer supporting site plan design, and as a field party chief managing land survey projects. Typically, Mike works a project from field work, to office drafting, to presenting at municipal hearings.
Mike’s background includes work as a builder, during which he completed his associates degree in Civil Engineering Technology from Nassau Community College. Now with three years site engineering experience on the job, Mike continues his education, attaining his bachelors degree in Construction Management from SUNY Farmingdale. Mike has experience in a wide variety of residential, commercial, and municipal engineering and survey projects throughout the many incorporated villages in the Town of Oyster Bay and Nassau County.
Recent projects include site plan work for Atlantic Auto Group’s Lexus 110 location, Bayville by the Sound new catering facility in development stages, site and surveying work for the Melville Fire Department, and Time Equities commercial office conversion.
Gregory Tchabovsky, Project Manager-Land Surveyor

Greg is a Geographic Information Systems graduate of Penn State University. Greg has more than 8 years of experience in a wide variety of residential, commercial, and municipal survey projects on Long Island and elsewhere in the New York City Vicinity.
Greg’s experience includes boundary projects, roadway realignment and re-grading projects, hydrographic surveys of canals and channels, and grading and layout for football, baseball and tennis facilities, all using conventional, robotic, and GPS survey equipment. He has worked on a GPS-based Army Corp of Engineers erosion monitoring project on the New Jersey shore.
Recent projects include Mill Neck 13-acre topographic subdivision, Jericho 29-lot subdivision, wetlands delineation surveys, commercial sites, beach and country club locations, and parklands.
Greg joined Bladykas & Panetta in 2004 where he manages survey projects from start to finish, including cost estimating, research, field survey operations, and final CAD map production. He participates in professional continuing education.
Pablo Cruz, Land Surveyor
Pablo Cruz joined Bladykas & Panetta in 2001 and has over seven years experience operating land survey instrumentation, and making field crews laugh. Pablo works as instrument man, AutoCAD operator, and assistant engineer.
Pasquale Iannone, Project Engineer – Land Surveyor
Pat joined Bladykas & Panetta in 2008 after completing his degree in Physics at SUNY Cortland. Pat works on site engineering projects and manages accompanying survey requirements.
Joseph Fusco, Land Surveyor
Joseph joined Bladykas & Panetta in 2010 after completing his Associates Degree in Civil Engineering Technology at Nassau Community College. After hours Joe is lead guitarist for the band FROM THE PAWN.
